Match officials are reviewed after each game, and there's genuine consequences for their career if they exhibit repeatedly poor performance.
As you say, the technology should help with clangers, but the flow of the game is crucial. Minimise the use of VAR, bring the spontaneity back but weed out the poor officials. It too much of a closed shop with their own self-preservation above all else.
