Since the advent of the Premier League, English refs have a different take on how to manage & apply the laws of the game.
When there are refereeing controversies in the Prem, I always defer to Johan Cruyff's comments after the 2010 WC final which was ref'd by Howard Webb.

Webb set the stage for clowns like Clattenburg, who approached managing premier league games - not to apply the laws of the game fairly & evenly, but instead with his own script and gameplan.

When people say what is that..? Incompetence..? Corruption..? It is both. It is a corruption of the application of the rules, incompetently applied, with insufficient checks & balances.
With Webb in charge of PMGMOL, this type of approach has been normalised by the current crop of inadequates.
They need to go back to judging what they see and apply the laws fairly. If they miss something and VAR sees it, then the onfield ref should be made aware and correct it.
It really is that simple.
