The problem is that when most of those decisions are a toenail offside or an innocuous brush of the arm from a striker, no one would give a shit if VAR didn’t intervene and overturn them. Of that 45 there’s probably only 5 that MUST be intervened on.
They don’t review how long it’s taking or something you can’t measure like the process sucking the life out of the game. They’ve got their 95% success rate and they’re happy with that.
