Appeal goes in and the referee talks to a video operator. Not ANOTHER qualified referee in a bunker with no handle on the game.

Video operator plays the requested section at full speed.

Referee either overturns his original call or doesn't. (And of course, they are assessed post match and face real consequence for shit performance)
