Cologne has probably come from a reference to Kölner Keller, which is the DE equivalent of Stockley Park.
The ‘Kölner Keller’ is the Video Assistant Centre (VAC) in Cologne-Deutz, from where referees (VAR) have been using technology to review controversial scenes in the Bundesliga since 2017.

"Der Referee stand ratlos vorm Bildschirm und bezog sich kurz darauf in seiner Begründung über das Stadionmikrofon ausdrücklich auf den Kölner Keller."

"The referee stood helplessly in front of the screen and shortly afterwards referred explicitly to the Cologne cellar in his explanation over the stadium microphone."
