Rooney was potentially the next Maradonna (in every sense) and even Dyche would have admitted defeat and played him over a personal favourite.

Moyes (generally) doesn't trust younger players, it's a credit to how highly he rates Armstrong that he's willing to shoehorn him into the team over more obvious choices.

I'll bet he still views O'Brien as a younger player, he'll certainly start Tarkowski over him next season (if he's still here).
