It doesn't need an additional set of referees who don't have a feel for the actual game going on.

It's needs a video tech to cue up the incident that the manager/captain challenged. Nothing else.

An appeal goes in, referee radios that back to the video operator, it gets rewatched without another official giving his opinion and he either sticks with it or overturns it.

The onus is immediately back on the in-stadium officials. It would improve standards across the board as well as the in stadium experience for the fans who are sat there wondering what the fuck is going on.
