Ref sent to screen.
Lots of refs would have given the penalty as his arm was away from his body.
The ref recognised that the player was in the air at the time and you can't jump with your arms behind your back or tucked in against your body.
The commentators were thinking he was going to give it but the ref deemed his arm was in a natural position.
