...which is exactly why certain clubs ask/pay completely different sums of money for players - "market value" is relative to the situation they're in.
At City a fully fit Grealish might be an option from the bench, at Everton he's a guaranteed starter - it's not a valid comparison.

We can't be offering £150k+ a week and giving away 3 or 4 year contracts
If we paid £20m for him and gave him a 3 year contract on £200k/week that's a £50m outlay with no sell on value
Its not the best use of £50m for a club like ours
