Thought Ben White would be a good addition, but Arsenal going for 4 honours this season and will want every member of squad available.
Whether they are playing or not.
Would imagine there will be more movement in the summer, hence, quiet window ….

There is nothing preventing clubs from agreeing deals before the window opens, e.g. agreeing a transfer with the selling club in November or December, and/or making transfer dependent on finding replacements.
The lack of activity is more likely down to clubs wanting to have a settled squad for a full season and not selling their best players midway, and there are also more players unavailable through suspensions or injuries, making clubs reluctant to sell players.

Let clubs react to injuries and the like, but had a hard cut off in March. It was always exciting to see who you'd bring in on deadline day (Super Kev for example).
This system doesn't really benefit anyone. I've always wondered if artificially preventing players changing clubs is open to a court challenge similar to Bosman
