Just remove penalties. They play 15 min periods until someone scores, we’ll be here all night if we have to. That might prompt them to commit men forward.

I think that withdrawing two players at the start of extra time + another two at fifteen minutes would almost guarantee a goal within extra time and would be a great spectacle. The England Germany Euro 96 semi final was one of the most exciting extra times I ever saw.
However the powers that be are much more likely to do away with extra time.
