is it not possible that they are being asked to do a job that is not suited to their skill set and they are actually performing to the best of their ability in a difficult situation*?

That's what it looks like to me, neither are target men and are not comfortable being asked to play that role. As to why we continue to ask them to do this, only the Manager can explain.
