I could be falling for an urban myth of sorts but.....
The old Nigerian Prince scam. Full of typos, badly written, a crazy stroy about an African Prince wo needed to deposit 50 million dolllars in your account while he escaped a coup (or something like that), in return you get to keep the interest.
I always thought who thhe fuck would fall for that? Appaarantly that was the point, it wasnt actially about getting bank details, its was about seeing who would show any interest, they used that to create lists of gullible people they could sell.

hacking takes place through technology, but the bulk of our is done through manipulating people. I mean, why go through the effort of breaking into a building to install a key logger when you can just talk to people and convince them to send the password to your other number because you left your work phone at home?
people are much easier to attack than technology, which is why phishing attacks are so common.
and yes, it doesn't matter whether there's a darknet or not - private servers existed before the dark net and someone who wants to do or hide dodgy things will find myriad ways to do just that. banning vpns, for example, won't stop a criminal using a vpn because they're already breaking the law in the first place.
