I think the issue with Hackney in particular is that his club is asking quite a high fee for him. That's why I'm doubting the Dibling rumours are well unless his fee has dropped a lot. Fellows's issue is more that Moyes doesn't really use traditional wingers. Osman, Pienaar etc tucked inside and full-backs provided width.

Let's see if Moyes is willing to throw 30 million on an Onana type, i.e. young player from a weaker league. They are risky. Making money on a player club paid 30 million is not easy. They actually have to get a lot better because a 20-year old at that price is not a 30-million player yet.

Annoying thing about rumours is that it's impossible to know where they originate from. Like, even the more reputable sources could be going on stuff told to them by the agents. Like, are we actually interested in Luiz? Or Kubo?
