The Biden Administration and Justice Department/ State AGs would have found a way, especially in an election year against an opponent that they view as an existential threat to the country.

So either i)there isn't one or ii) it implicates other people as well as Trump and the collateral damage for Democrats would be too big (although hard to imagine what that would need to be)
