So even if it's not been achieving it's primary aim (whilst being underfunded by the previous regime), it's actually been helping us avoid administration and relegation.

What is the point in youth systems if they are just not producing?
i would imagine a value for money exercise on what we spend on developing our own young players would be interesting as we seem to have loads of experts, coaches, scouts etc and yet we rarely produce a defender in the last decade or more.
