It seems the two closest developments to the ground are a tent and shipping containers bolted together.
The city has the chance to develop the waterfront in a unique way. Currently it's seems to be people throwing up as fast and as cheaply as possible what they can to make a quick buck
There must be planning restrictions or is it a total free for all if you have "temporary" buildings?
