On the one hand, you have a good point that a load of pop-up businesses that come and go every 6 months won't bring regeneration.
On the other hand, we also want genuine organic regeneration with opportunities for small start ups to get in, do something unique and characterful with the area and grow as the area does. We don't want the planning regs to restrict opportunity to multi-billion pound businesses and end up with 17 coffee shops from 3 different chains, a couple of fast food places, a Wetherspoons and an All Bar One. That would be really shit, too.
As in all things, balance is key. You need a bit of both - the big investors, and the 'chancers' - some of them will be the next match day tradition for 50 years (admittedly most won't!).
