I wish that wasn't the case. That's not a dig at Moyes, i don't think any managers should have the final say on signing players. Far too much bias and ego driving opinions. But saying that, if we did sign players the manager doesn't fancy they inevitably get the Niasse locker treatment and scapegoated. So what do you do?

Insight Sport was sold to TFG this summer, with its bespoke data set to be used by Everton and Roma. The idea is that Howarth will build club-specific models based on key requirements per position, and scrutinise the data to find value for money, with manager David Moyes feeding in the technical profiles he is targeting.

...it certainly looks like there is a "plan" and that there is (finally!) some joined-up thinking going on within the club.
I'm sure there will be a few bumps in the road along the way, but I am hopeful that we're heading in the right direction and hopefully things will click into place sooner rather than later and result in improvements on the pitch - that is certainly the main focus of the new CEO. Previous Message
Highly rated, apparently, albeit as an academy director and not a technical one.
So not totally clear what the new org chart looks like.
Let’s hope that giving him an expanded remit isn’t like when we appointed a good scout to be a DoF (Steve Walsh), and that his skills and capabilities fit well with the other people on our new committee based structure.

Nick Cox from Man Utd is joining the club, current Academy Manager and will be Technical Director at Everton.
Bobble was mentioning this on the weekend about him and on a recent podcast saying he is very very highly thought of.
