But the implication was that once you’ve done 1 and 2 the 3rd needs to be at full capacity and a proper dress “rehearsal”. In other words as if it’s as proper game. Therefore might as well be a proper game.

If that’s the case, there is a risk that any issues at the 3rd event question ability to host the subsequent games, but presumably the club would be completely confident of approval and it would be a mere formality.

There is definitely a claim doing the rounds that the first home game of the season could constitute the final test event.
