At my level (women’s national league) we don’t really get given direction in terms of this sort of thing, the closest we get are some development training/events where we will review decisions and talk through the process and decisions made, those give you a rough idea of what the FA want at that level but it’s not like you get an email saying do this or that.
At the next level above me you start to fall under PGMOL and they have a LOT more development and workshops and training events so might be more specific criteria at that level.
Personally, I’m probably more lenient with handballs and I work on the basis of what would the game expect, sometimes this is very difficult with decisions that alter games (I.e. penalty or not) as there are some that are very close to call and whichever way you give it you’re going to upset someone.

As I understood it, the Premier League guidance allows/suggests that the proximity to the ball can be taken into account, and Mykolenko bringing his arms in, whereas the UEFA interpretation is more arms out = unnatural = penalty.

Referee gets it absolutely spot on here and the discussion as to why he makes his decision is very clear.
I hope it gives others the confidence to stick to their interpretation in the future.
