Everton DID request for it to be the penultimate game, and have given the reason for doing so as they wanted as much attention as possible to be on our last game at Goodison and if we played on the last day it would be up against all 9 other PL games that could include title race and relegation deciders.
However, just because Everton would like that attention, that doesn't necessarily mean that our game will be moved from the current slot of Sunday 3pm (currently the same as all the other PL games as you said, due to the FA Cup) and we won't know when that game is being played until the Matchweek 37 games are announced - and that is scheduled to happen between March 31st and April 4th.

I'm on an Everton facebook page and someone is discussing plans for the Southampton game
I said, its difficult to make plans as the date or kick off time have yet to be announced
One reply - its 3pm Sunday
I said it's not - that is a default time as the FA cup final is the Saturday
Then someone said that I was thinking of the last game of the season when all the games kick off at the same time - they obviously don't know what default means
I said I'm not, I'm fully aware that its our penultimate game of the season but that every game has a default time because SKY/TNT have yet to move then.
Then I'm being told I'm wrong and it will be 3pm Sunday as Everton have requested it to be the week before the final set of games so give it its own time slot.
I've said the game could be any time from Friday 16th to Monday 19th but there not having it !
