Being disappointed with the exposed concrete of the wheelchair sections may be taken by some as being against inclusion (ironically, I have been on my town's board for inclusion for years) but I agree with you.
I've felt the design could have met both needs - as it is, the esthetics of the parts of the lower bowl don't appeal to me. I'm sure there is good reason by those with far more experience then myself.
