...set up a DoF structure, then hire a manager who is his own man, or, DoF recommends players, chairman signs others through his own unrelated connections.
If there is a coherent plan, then going through managers isn't necessarily the issue, although obviously everyone should be given ample time to make a difference.

There will always be times when changing manager is the best thing to do but short term and scatter gun/knee jerk thinking when it comes to the selection (and sacking) of managers is not a good sign of things to come (although probably better than financial collapse!)
