As I understand it the league originally said that stadium interest could be backed out. The club backed out some of its loan interest.The commission then looked at the loan documents which were general business loans rather than stadium loans and said that since the loans weren't papered as stadium loans the interest expense couldn't be backed out. Everton then (I believe) put in place a recharge whereby the club charged the stadium entity for the interest and did it retrospectively. This then enabled it to be capitalised in the accounts, and the club's newly appointed auditors signed off on this treatment and apparently restated the prior years.
It is cute, but since there are wider ramifications it is more complex for the commission to determine now.

I would hope the club are in contact with Forest, and considering a joint statement about the process being an inconsistent farce.
Again, I'd be pushing for a vote of no confidence in the management of the PL (irrespective of us being managed by incompetent idiots)
Remarkably, the written reasons revealed that this was not the end of the case against Everton following a dispute between them and the Premier League about the scale of their breach, which the latter asserted was almost £23.2m.
The commission said the additional £6.56m would be considered “at a later time” and that “a further hearing will follow”, suggesting the outstanding matter would not be resolved before the end of the season.
It added: “The commission is acutely aware that there are many stakeholders – to name some: the PL, Everton, the Everton fans, all other Premier League clubs, the public – interested in the speedy determination of these disciplinary proceedings. Nevertheless, in fairness to the parties in these proceedings, the commission decided that the issues which remain cannot be dealt with in accordance with the timetable set out in the Standard Directions. The Standard Directions will not, therefore, apply to the remaining issues.”
