Forest 2 year breach 4 points

Obviously I have zero evidence that any of this is at play here but it wouldn't surprise me if it was.
The PL clearly took Everton to task on the first charge in a desperate (and failed) attempt to publicly appear that they didn't need an external regulator. However by over punishing they set a dangerous precedent that they had to now be seen to continue with, and charge Everton a second time and Forest a first with Leicester seemingly due to get one as well.
At this stage they realise the mess they have created and want out of it. They have already agreed to change the rules on spending so they just want to tidy things up and move on from this season's debacle, something made difficult due to the timing of the these charges and the hearings and the appeals processes with the end of the season looming. It's not a good look for the PL if a pts deduction that is critical to the relegation places is still being contested after the season has finished.
So ......
the powers that be have given Forest a lenient punishment, notably less than that of Everton's first deduction so as to discourage Forest from appealing and even if they do they are likely able to reject it since the punishment is already light. This would in turn mean that Everton will likely get similar treatment and something like 1 or 2 pts max deducted or even let off entirely. Again this would reduce the need for an appeal and this all goes away faster. Both clubs punished but neither feeling the need to prolong the affair due to knowing they got off lightly in comparison to the first EFC deduction.
Anyone else think this is how things might play out when the EFC decision comes through?
