that's not really the point. Even if the player whose shirt is getting pulled doesn't move at all, not an inch, not a quarter of an inch, it's still a penalty. You can't accidently pull somebody's shirt. It's a foul. In the box it's a penalty. For crying out loud why's it hard for a referee/VAR to award a penalty for this? At the risk of repeating myself again it is the EASIEST penalty to give in football.
