exactly the same scenario here, minus the injuries to kids. mine was before we even had kids, although the car behind us had a newborn in the back so kinda glad it hit us and not them in hindsight. i'm sure that your little girl will make a full recovery from the injury - i've had enough of my own to know that breaks suck, but we bounce back pretty well from them. if she's avoided surgery, that's great. as for whiplash - v-pillows are awesome as was ibuprofen coupled with a cherry pip cushion. just tell her to take it easy for a while even after it's apparently gone as it's a sneaky little bugger.
don't worry too much on the uninsured front - there's a body called the motor insurer's bureau (mib) who collect a cut off every insurance policy for exactly this occurrence. it'll only have a minor impact on your premium if my experience was anything to go by as you technically claim against them, not your own policy. it'll all be sorted, so don't worry. document everything and ask for counselling because the psychological impact is often missed out and left untreated unless you explicitly mention it. also, if you have expenses now as a result (hire cars, lost work, hospital parking etc) document everything and i believe you can even as for an advance if needs be.
but as for uninsured drunk drivers... i recommend that you do yourself a huge favour and lose their details and don't follow it up. leave it all to police/insurance and don't find out what happens to them. i heard mine tried to claim his drink was spiked at a party and i had a bunch of friends who wanted to go around and have a word... it's just not worth it. easier to draw a line under it, get yourselves sorted out, and move on.
