why can't they properly utilise a turn signal?

Is it because they are in cognitive decline, or just because most of them choose to be jerks?

82% of the boomers I encounter at a perpendicular intersection either just straight up never use a turn signal or put it on as they begin to turn.

Feel free to add your vent about boomers below.
