I've been getting fairly frustrated at how incapable people are of understanding what is going on.
It's pretty simple.
The Bears need the state to pass legislation to allow them to build in Arlington Heights (even if there's no infrastructure money, they need an amendment to the property tax code to allow them to enter into an agreement with Arlington Heights to fix property taxes).
The Illinois house needs 60 (out of 118) votes to advance legislation. 40 seats are Republicans (mostly from downstate) who have no interest in spending any money to help Chicago or to help the Democrats. That leaves 78 members, 28 of whom are from Chicago.
The Chicago delegation thinks that they can force the Bears to stay at Soldier Field by simply not passing the legislation. They've managed to delay the Bears for 3 years, and the Speaker of the House came out a month ago - 5 days into the year - and said that nothing would happen in 2026 (!).
The Bears are understandably frustrated with this, so they've turned to Indiana. That has finally made Illinois get serious about passing a bill, but it may be too little too late. Illinois now needs to work a lot faster than normally do to put something together in Arlington Heights.
