I'm happy to be corrected but if it was just statewide, I think it would destroy democrats. Look at california for example. California has 52 congressional districts.

According to Wikipedia that is 42 Democrats, 7 Republicans, 1 independent, and 2 vacancies.

California is near 40% Republicans. There are more Republicans in California than any other state than Texas. So the congressional seats would end up being about 30/20 Dem to Rep. They would also pick up seats in

Connecticut
Delaware
Hawaii
Massachusetts
New Hampshire
New Mexico
Rhode Island

Sure there would be Dems added in some very red states but considering that the highest populations are centered in blue territories, I think Republicans would dominate the House. I could be wrong.
