.38 usually refers to the .38 Special which is a revolver round.

It can also refer to .38 Smith and Wesson which is an older cartridge you don't see much anymore with modern revolvers.
.38 Super is a semi-automatic round that was very popular in the 1920s and 1930s before the .357 became popular and supplanted it. It still exists but very few firearms manufacturers today produce models chambered for it. At one point, the .38 Super was popular with competitive shooters because it is a very high velocity round with a flat trajectory. And when many competitive shooters still used 1911 style handguns, the .38 Super was preferable to the larger.45 cartridge. But modern day 9mm has changed all that.
The shooter legally purchased his firearms in California, dutifully complying with all applicable laws and regulations. Which cracks me up.
