The targeting was withdrawn in the first half because the defender was going for an INT and didn’t see the WR. He ran into him as opposed to tackled him. Fowler has no idea. I didn’t catch the replay of the second one but on first glance I thought it was helmet to helmet. I guess the WR ducked? But that’s why you lead with your shoulder? I don’t disagree the rule has room to improve.
