And I guess it goes into effect this way...

Brandon Haircut is po'd, but he hasn't started crying yet. Coulda veto'd and challenged the council to come up with 34 alders to override.

(Basically this is Brandon Haircut's expense side, with alternative sources of funds other than his stoopid head-tax. He's throwing a mild tantrum with a few executive orders; but I think someone told him he's not winning this one.)
