agreements/disagreements on a policy standpoint, if you removed any knowledge of which party funds them.

So
Individual Republican vs Individual Republican
Individual Republican vs Individual Democrat
Individual Democrat vs Individual Democrat

Not saying that the disagreements would be on the same topics, but overall each set would have a SIMILAR ration of disagreeing with each other on policy.

It's once funding and party finances get involved that people lose the ability to act/react in what they actually believe is the best interest of their constituents.
