Iowa can do it non-partisan because at least historically there haven't been too many extremists there and the white supermajority makes it impossible for the leftists to attack the state using the Voting Rights Act and federal judiciary to judicially invalidate the legislatively adopted boundaries. Plus, with 99 nearly uniform counties and only a few "big" counties they can set all boundaries at clearly established county lines.  Previous Message
