According to a pal of mine it's the Police that have stipulated how many people they can cope with on 1st June as far as both traffic and other logistics are concerned, including crowded people, partly due to one of the Tube Stations being closed for maintenance. Also they have stipulated they can only cope with x amount of coach traffic.
