I used to do it with a process that I invented. Richard Binder was also licensed to use my process. Both of us stopped a long time ago: it was very time consuming and many collectors complained that the restored pen was indistinguishable form a pristine one....! My friends in ITaly have been very successful using oven cleaner spray! I have seen the results and they are really excellent. You may want to try the cleaner on a cheap or broken pen, first! Stay away from using bleach and from rubbing down the discolored layer with abrasives.
