Here is a way into the lists provided by ChiO and ChiBob that can serve several purposes at once...
The films are separated into groups based on their overall status in "cinephilia," with those that have become familiar to American laymen at various stages of "foreign film penetration" shown first (divided into two time frames, pre and post-2000).
Then the films that are moving toward "anointment" in the years when both MCP and FNF were sceeening foreign films. (There are more of these, but they were not listed as Top 25 candidates, so we show only the three that have made inroads over the past 5-6 years. RAZZIA has been known for many years, but it was long relegated to the "back bench" due to the praise/hype afforded to three other iconic 50's French heist films--GRISBI, RIFIFI and BOB LE FLAMBEUR.) In the case of these three films--MCP screened them first, with MCP following suit in 2020.
Then the Latin American films that FNF has championed, though only the Argentine films are uniquely their discoveries for US audiences. (The Mexican films all screened prior to FNF involvement at UCLA and several other "arthouse circuit" venues in 2011-2013.)
Those four categories total 25 films, one less than the number of top-flight films exclusively introduced by MCP in its various festivals from 2014-19. Out of that list of 26 films, seven were from countries other than France.
Finally, there are three films that our two intrepid international explorers discovered all on their own without any help.
16 of the 54 films are "canonical" with respect to noir/noirish foreign films recognized critically with enough repetitive force to become familiar to American cinephiles. That represents about 30% of the list: the other 70% is what has been uncovered in recent years.
Of the 54 films on this list, 37 of them have been screened by MCP from 2014-19, and 17 have been screened by FNF at various times from 2014 to 2020. There is obviously some overlap in those screenings: of the films on the list, MCP and FNF have overlapped on five of them (and this total is higher when we take into account titles that were not listed in a "Top 25" context by Owen and Bob).
We'll note the films that appeared on both of their lists a bit further below.
