Note that the first film discussed in the article, NANOAKAL NERATHU MAYAKKAM (2022, India), while not a noir, is highly regarded by the IMDB reviewers (who've probably seen it at Netflix, where it's still available if you have a subscription).

Some semi-interesting-sounding films out there in various streaming platforms as bundled by one the NYT's lower-on-the-totem-pole critics.
The one that's (possibly) relevant to our Blackboard subject matter is Mitch Jenkins' THE SHOW (from 2021) which sounds like the plot of an early Jean-Pierre Mocky film filtered through David Lynch. (The writer, Alan Moore, is a notable eccentric best known for THE LEAGUE OF EXTRAORDINARY GENTLEMEN back in 2003...he and Jenkins collaborated on an earlier film, SHOW PIECES, a fantasy anthology that stems more directly from the world of graphic novels.) THE SHOW teeters more toward horror than noir, but it might have some appeal for its dark characters and resolutely outlandish visual/narrative approach.
