Being a Blu-ray, it most certainly would not work on a DVD player from any country. DVD players only work for DVDs and CDs, whereas Blu-ray players are backwards compatible and accept Blu-rays, DVDs, CDs etc.

The Scarlet Hour is marketed as a region-free Blu-ray, so should not present any difficulties for a US Blu-ray player.
