My understanding is that there's a good upgrade for DEVIL THUMBS A RIDE, but that there are rights issues somewhere that are preventing it from being marketed (or even screened) in the USA. (If they can resolve that situation somehow, I think you'd see it at NC before you could say "boo.")

The one on this list that's also tricky seems to be 3RD VOICE, which got left behind in the Fox noir release schedule back in the day--orphaned ostensibly because it was in widescreen. Now that such is no longer any kind of an impeding issue, it's still in limbo because the Fox catalogue has been sold to Disney and they are simply sitting on all of that product.

I think there are still some Paramount/Universal stragglers as well beyond the ones that you list here, but I haven't got the titles handy at the moment. It would definitely be good to put together a definitive list of what still is in need of restoration.
