I think folks will be surprised to discover how inessential the excised 15 minutes of THEY WON'T BELIEVE ME turn out to be. As for the other noir, they've put it at times where I'm not staying up/getting up to see them.
This really is the TCM American festival. While there are a few interesting rediscoveries/restorations here, it seems as though the rest of the world is just not on their radar. Some of this may be informed by the fact that the festival is on TV, but still: the late night/early morning slots could easily accommodate films from around the world.
