All 5 films of Douglas are worthy of consideration for a list of the cream of the crop. It's a matter, in my case, of perhaps watching some of them again and making a judgment. Basic Instinct and Falling Down already appeared on one of the subjective top tier lists from which viable candidates remain to be looked at. The Game appears on the lists of others. My personal rating of Basic Instinct as of 2012 was 7/10. At that time, I rated The Game 6/10.
Other actors in a fair number of the bigger neo-noirs are Nick Cage, Harvey Keitel, Sean Penn, James Woods, Richard Gere, and Gene Hackman. The outout of Viggo Mortenson, Jeff Bridges, Dennis Hopper, Christopher Walken, Ben Affleck, Denzel Washington, Nck Nolte, Liam Neeson, Alec Baldwin, Ray Liotta, Samuel Jackson, Joe Mantegna, Dennis Quaid, Kevin Bacon, Clint Eastwood, Kevin Costner, Woody Harrelson, Val Kilmer, Ed Harris, Jack Nicholson, etc. also adds up. Some actors are in a lot of lesser movies or have smaller roles,like Michael Madsen and Tom Sizemore. Forest Whitaker has done his share. Even Tom Hanks has a few. Did I forget Christian Bale? And I'd add Roy Scheider.
