That's a big, BIG subject...and it's not going to be convincingly presented in a "working paper." What we know needs to be in a book-length discussion of the subject requires a parallel discussion of a coherent, comprehensive theory of noir that ties it to its social and narrative influences and shows how it connects to the changing approaches to filmmaking that grew up around it (and eventually neutralized and subsumed it). It has to identify and redefine noir's origins and show how the varying components of noir play out in its two primary (and parallel) creative nationalities (the USA and France) with their different blends of "noir" and "melodrama" elements.
But first one needs to convince folks that French noir is on a level with American noir--an uphill struggle which probably needs more than one book in its own right in order to penetrate and overcome the resistance to that assertion.
