The only thing I'd add is that this actor Crispin Glover plays his characters with strong behavioral traits that can get on your nerves. I didn't recognize him but the name was familiar because I watched him in another flic recently, and that was ...the 1986 neo-noir "River's Edge", a decent movie rated 7.0 on IMDb.

Someone here noted rightly that my list seemed light on 80s neo-noirs, and I've found some more like this one. In "The Bag Man", his character is scripted as a very nosy clerk, so he's annoying to begin with.
