Do you classify this as not noir?

I found it enjoyable as a comic thriller, aided by locations and photography. Paul Meurisse plays a highly confident agent whose shooting skills are phenomenal. He's never at a loss when in a jam. He's arrogant, curt, prickly, not really likeable.
