I mistakenly gave Tier 3 the label 201-300, but later I referred to it as "open-ended". I attempted to distinguish tier 3 from "lesser", also a half-hearted effort. Tier 3 currently has at least 150 movies and with the additions, it will rise steeply to 500 or so.
In other words, while tier 1 and tier 2 may be distinct, all the rest, tier 3 and lesser, are one big category really.
The list is a decent target list, meaning candidates for what a neo-noir is or is not. As time passes, entries can be deleted as being sub-marginal, others added, and perhaps some quality distinctions may emerge.
During the scrubbing to find only USA films, quite a few Canada, Australia, UK films emerged. The commonwealth or English-speaking countries outside the US form a separate category.
