The list did or does employ high IMDb rating to obtain candidates, and it remains a strong influence on the current entries. However, I also introduced my personal preferences as in the two you noted, made some mild concessions to popularity, as with The Last Seduction and Badlands, which also have high ratings, and entered a few based upon Board ideas. It's also influenced in a few cases by some entries from other "best" lists, especially when critics agreed.
This list has movies with strong neo-noir qualities. It's also fairly original. It omits certain names that pop up regularly in other lists, some of which also have high IMDb ratings. And it introduces some lesser known or mentioned names that I believe have unrecognized merit.
Most other lists of best neo-noirs contain foreign entries, with good reason.
This list is still fluid and open to change. However, marginal improvements were getting more and more difficult to make, as is necessary, so I've halted work.
Unlike other list makers, not being a critic, I have no paragraphs that illuminate the entries and make a case for them. The ones I left out would also need a case made for why certain faults or noir deficiencies prompted their omission. However, a second 101-200 list will surely contain those popular films.
