I was reading state statues on fireworks. In warehouses where these are stored, a special set of rules are in place regarding cigarettes, lighters and matches. None, absolutely none, are allowed on the premises. The person ultimately responsible for enforcing this is the Warehouse Manager. Any mishaps and he is criminally and civilly liable.
